History of Saint Francis, Wisconsin
Saint Francis may have been a small and unassuming area, but it has played an essential role in the history of Milwaukee County. As one of the earliest settlements in the county, it attracted a diverse group of settlers looking to start a new life. These settlers brought their own culture and traditions, which helped shape the character of Nojoshing.
The mid-19th century was a period of significant growth for the Roman Catholic Church in the Milwaukee area. Many institutions were founded during this time, giving the area a solid Catholic identity. One of the most notable is the Covenant of the Sisters of St. Francis of Assisi. The sisters initially arrived in 1849 at the direction of Archbishop John Martin Henni. They settled just south of Milwaukee and devoted themselves to aiding orphaned children.
In 1856, Archbishop Henni’s opened St. Francis de Sales Seminary nearby. Anchored by the seminary, the area attracted a cluster of Roman Catholic institutions, including Holy Family Normal School, St. John’s School for the Deaf, Sacred Heart Church, the Chapel of the Woods, and St. Aemelian’s Orphanage. In 1983, the Archdiocese of Milwaukee moved its headquarters to the Cousins Center in St. Francis.
In the early 1920s, residents of St. Francis began seeking incorporation to prevent annexation by the City of Milwaukee. Those outside St. Francis in the Town of Lake opposed the move because the Lakeside Power Plant within St. Francis, completed in 1921, provided a large amount of the town’s tax revenue. Attempts to incorporate St. Francis failed in the 1920s, 1930s, and 1940s. When incorporation succeeded in 1951, the city’s population was 6,181. While the newly incorporated St. Francis retained the Lakeside Power Plant, later state laws drastically reduced the amount of tax revenue the City received. Because St. Francis lacked other large businesses to bring in revenue, it had trouble providing adequate municipal services. Today, the City of St. Francis is a thriving community with a rich history. We hope you enjoy your time here!

Our school district is located in the city of St. Francis, Wisconsin, a suburb just south of Milwaukee. The approximately 1,200 students of our school district live either in our city or in the city of Milwaukee. The St. Francis School District consists of Willow Glen Primary School serving grades K3-3; Deer Creek Intermediate School serving grades 4-8; and the St. Francis High School serving grades 9-12. All our schools are located within a few miles of each other, making it easy for families with students in multiple schools to get around.
We're proud of the education we provide at all levels in our district. Our primary school offers a rigorous academic program that prepares students for success as they move to intermediate and high school. At the same time, we know that some of our students' best memories will come from their time in primary school, so we ensure plenty of opportunities for fun and creativity.
